Workshop on Regulating Hydrogen Production Thresholds and Permitting Processors for Electrolysers

On 17 September 2024, an online workshop was held on the regulation of hydrogen production and permitting procedures for electrolysers. Representatives from the Israeli Ministry of Energy and Infrastructure (MoEI), the Israeli Ministry of Environmental Protection, the Israeli National Fire and Rescue Authority, the Israeli Home Front Command, the Israeli Ministry of Finance (Energy Sector), the Israeli Ministry of Economy, and the Israel Electric Corporation (IEC) engaged in a discussion on current regulatory challenges with experts from German Federal Ministry for Economic Affairs and Climate Action, the German Energy Agency, and other experts from both countries. The objective of the workshop was to provide insights into German permitting procedures for hydrogen projects and to facilitate an exchange of experiences with a view to further developing the Israeli regulatory framework.

During the workshop, various experts presented the existing German regulations and safety aspects for electrolysers. Topics included the determination of threshold values and the integration of political guidelines into permitting procedures. The event concluded with a discussion on practical improvements to the permitting processes, particularly in relation to hazardous substances and legal frameworks.
