Delegation Journey on Microgrids and Smart Grids
14–18 September 2025, Berlin, Kassel and Dortmund
From 14–18 September 2025, a nineteen-member delegation from Israel and the Palestinian Territories, travelled to Germany to learn more and discuss topics surrounding 'Microgrids’, Islanding and Grid Resilience. The group included representatives from the Israeli Ministries of Energy and Infrastructure, the Ministry of Finance, as well as representatives from the Israel Electric Corporation, the Electricity Authority, the Tkuma Directorate, the Land Authority, the Independent System Operator NOGA and a representative of the Palestinian Jerusalem District Electricity Corporation (JDECO).
This delegation was groundbreaking both in size, as it was the biggest so far assembled in the context of the German-Israeli Energy Partnership, and in its interdisciplinary nature. The focus of the expert trip was on discussing best practices in the field of Smart and Micro Grids, as well as promoting exchanges, fostering mutual understanding on regulatory frameworks and technological solutions.
The journey included visits to key industry actors, institutional stakeholders and scientific institutions. German technological leaders presented key innovations and pilots in microgrids and energy islanding. Key aspects on the regulation of microgrids, islanding and energy communities were discussed with experts from trade associations the German Energy Agency (dena) and regulators from the BNetzA. Moreover, valuable exchanges took place with distribution and transmission grid operators, German companies and research institutes on grid stability, operations, digitization and protection of critical infrastructures.
The journey provided participants on both sides with valuable insights to better understand the technical and regulatory considerations involved in introducing microgrids with islanding capabilities into their respective grids, as well as their potential contributions to grid resilience and stability.
Both countries face different challenges and priorities in their grid and market structures. However, their specific in certain spheres of microgrids and islanding led to an exchange on equal footing and thus, a new shared understanding of these complex topics.
